challenges under a single document. It identifies the breaches in the between governments
obligations and actions and offers solutions that fulfils the gaps. NISP is the
first document that offers solutions from civilian’s perspective which was at
first dominated by security establishment.

The policy is well drafted as it one of a kind but there is a question
mark on its implementation and regulation. According to World Bank Governance
Indicator (WGI) report Pakistan was ranked 38th in 2007 but its
position its position is 29th. So, the real challenge arises in its
operations. Anyhow there are also immense challenges in the policy execution

unprotected borders and fiscal capacity of the state. And typical behavior of
creating bureaucratic departments in response of rising challenges. Another
problem is that the policy is inspired with developed states security policy,

POLICY RECOMMENSATIONS

First, government should appoint an internal security
advisor, a person who is senior and experienced in the field. A meeting
should be conducted between Maulanas and government representative in which a
consensus should build regarding educational reforms.

Secondly, to deal with trans provincial issues like madrassas
deradicalization, reforms. NACTA should be under Prime Minister jurisdiction
rather than of MOI. And it would ensure a limited political intervention. A
synchronized institutional mechanism should also be formulized so that
different agencies and security departments can work in harmony

Thirdly,
NISP uses holistic approach and does not consider provinces according to their
regional terrorism threats so, NISP a team should be made including different
provincial agencies members to fight with internal security threats. A
parliamentary committee should be formed to ensure the coordination between
agencies whether they are sharing information with each other or not.  There is grave need to reestablish public
narrative regarding militancy proper campaigns should be inaugurated to educate
citizens regarding militancy, extremism and terrorism etc.
